Most of the bungee cords that are thicker are just compensating for cheaper, lower tensile strength cords. I have seen some really low inch diameter cords that are just as strong as thick latex cords. These thin un-substantial looking cords are very strong but have the crappiest bounce I ever felt.
Notice the thickness of the Bellicon, Jumpsport and Khoantum cords. These are the 3 most popular brands at this time I get called about. Each cord has a totally different feel. I urge people to jump on a latex bungee rebounder and a synthetic bungee rebounder to feel what totally opposite workouts fee like.

Nearly 95% of the people buying bungee rebounders have synthetic cords. This is mainly because 95% of the companies out there don't use latex. Latex cords can be very expensive if using them every day.
Thicker cords usually means the bungee cord has more ribbons inside but some cords have very thick braiding that can trick people into thinking they have really good bungees.  A lot of people think that really thin cords with fewer ribbons is not as good. Remember, you can't compare the thickness of bungee cords if comparing the latex type to the synthetic type.
